Vintage 1980's 1990s Black Floral Print Dress with Lace Collar

Utterly charming vintage 1980s 1990s dress with a scattering of flowers on a black background. This just screams 40s which was so common in the 80s and 90s. Short sleeves. Very pretty neckline with lace Peter Pan collar. Laced at the sides. Tea length. Label Reads: Kat-Em International. Probably about a size Medium, but do see measurements. Looks and feels like a cotton blend or perhaps a rayon.

Near mint vintage condition.

Measurements when lying flat. Doubled at bust, waist and hip.
Armpit to armpit across bust: 38" barely
Waist: max is about 34" but can be made a lot snugger with the lacing
Hips: loose to about 48"
Shoulder to Waist: 15"
Shoulder to bottom hem: 48"
