Vintage 1980s Black Velvet and Plaid Fit and Flare Dress

Gorgeous vintage 1980s does 1940s dress with a black rayon velvet bodice and plaid acetate skirt in a mix of red, green and red on black. Bodice has lightly padded puffed shoulders and 3/4 ish sleeves. The skirt is quite full, but not a full circle. Label Reads: no designer label but there are size and contents labels. These tell us its a 9/10 but do see measurements as vintage sizing is different. I'd say this is about a small to medium.
Excellent vintage condition. There is a small patch along the neckline where the seam needs stitching. Also, I believe there was a belt or tie with this originally as it appears something was removed from the sides at the waist.

Measurements when lying flat. Doubled at bust, waist and hip.
Armpit to armpit across bust: 34"
Waist: 27"
Hips: full
Shoulder to Natural Waist: 15.75"
Shoulder to bottom hem: 48"
