Beautiful vintage blue velvet blouse from the 30s or earlier 40s. There's so much to love about this blouse I hardly know where to begin. But lets start with the peplum below he waist, and the row of fabric buttons up the front. And the high neck with gold thread braided trim. The lovely puffed sleeves, and that color! The gold on the bulk of the blouse is a fabric paint or similar, not thread like the neck.  Not to mention, velvet happens to be my favorite fabric ever.  Medium to smaller large sized Id say. 

Excellent vintage condition. I did spot a pea sized dark mark on the front but you have to really look for it to see it due to the busy pattern and dark color of the blouse in general. 

Measurements when lying flat, Doubled at bust, waist, and hip
Armpit to armpit across bust: 44"
Waist: 35"
Shoulder to bottom hem: 19"
