Vintage 1980s Does 1940s Black Velvet Dress

Gorgeous 80s does 40s black velvet dress.  This just screams 40s to me. V neck front and back with shoulder pads, short sleeves, narrow fitted skirt that ends in a mermaid sweep. Buttons up the back and a zipper below the waist.  Label Reads: California Girl Petites. Its a 80's size 10 ( for petites), but do see measurements. Union Made.

Excellent near mint vintage condition. It does appear to be missing one half of a hook and eye at the waist in back though.

Measurements when lying flat. Doubled at bust, waist and hip.
Armpit to armpit across bust: 39"
Waist: 30"
Hips: 42"
Shoulder to Natural Waist: 16"
Shoulder to bottom hem: 45"
