Vintage 1980's Blue Dress with Belt and Lace Trim

Pretty vintage 1980s dress with a belt. Bright sky blue with pintucks and floral lace up the bodice. Half Long button cuff sleeves, elastic waist, and little pads at the shoulders. Unlined. Label Reads: Cathy Sue. Looks ad feels like a polyester or nylon. There is no size tag, but I'd say its about a large, do see the measurements below.

Near mint vintage condition.

Measurements when lying flat. Doubled at bust, waist and hip.
Armpit to armpit across bust: 41" at rest to about 47" pulled taut
Waist: 32" at rest to about 45" fully stretched
Belt: 30"
Hips: loose to about 60"
Shoulder to waist: 16"
Shoulder to bottom hem: 45"
